Before Donald Trump, George W Bush tried steel tariffs but it didn't work

George W Bush

President Donald Trump finally followed through on his almost year-old threat to restrict imports of foreign steel.
On March 8, the president slapped a 25 percent tariff on the metal, while also putting a 10 percent duty on foreign aluminum. After initially suggesting there’d be no exceptions, Trump promised to be “very flexible” and initially exempted Mexico and Canada from the duties, which are set to go into effect in 15 days.

While Trump cited “national security” as the impetus, he’s been vowing since the campaign to use trade policy to restore jobs to the American manufacturing sector, which has suffered in recent decades. The steel sector, for example, supported as many as 650,000 American workers in the 1950s, yet now employs only about 140,000.

My research focuses on the politics of trade and what prompts political leaders to impose restrictions like tariffs. The last time a president slapped tariffs on steel offers an illuminating lesson – and cautionary tale – for Trump’s new policy.

Clear evidence that Russians meddled in 2016 US election: George W Bush

George W Bush

Former President George W Bush on Thursday said "there's pretty clear evidence that the Russians meddled" in the 2016 US presidential election.
Bush made the comments in a talk in Abu Dhabi, the capital of the United Arab Emirates, put on by the Milken Institute, an economic think tank based in California.
Bush also said that Russian President Vladimir Putin "is zero-sum.

He can't think, 'How can we both win?' He only thinks, 'How do I win, you lose?'"
Bush also said that the United States needs to reform its immigration law.
While not directly naming President Donald Trump, it appeared Bush was targeting him in his comments.
Bush in 2008 became the first sitting US president to visit the UAE.

The Republican's guide to Presidential etiquette

The Republican's guide to Presidential etiquette

Republicans used to care a lot about how a president comports himself, and whether he acts at all times with the dignity his station demands.

“Is President Obama Disrespecting the Oval Office?” Fox News asked in 2010, with a link to images of Mr. Obama and his aides tossing a football, or eating apples just inches from the Resolute desk.

“Wear a suit coat and tie,” said Andrew Card Jr., President George W. Bush’s former chief of staff, in reaction to pictures of Mr. Obama in shirtsleeves in 2009.

“I do expect him to send the message that people who are going to be in the Oval Office should treat the office with the respect that it has earned over history,” Mr. Card said.

But hey, that was then! In 2017, there’s a whole new bar for tolerable conduct by the commander in chief. Our original guide cataloged several dozen examples. Almost five months later, it’s clear that an update is necessary. This expanded list is meant to ensure that Paul Ryan, Mitch McConnell and other congressional Republicans never forget what they now condone in a president.
